A leaked discussion paper on options for combatting internet piracy includes requiring internet service providers to block torrent websites.
CHEAPER movies are on the way, with the largest independent Australian film distributor working on a plan to cut the price of downloads.
Village Roadshow chairman and CEO Graham Burke said the company was "looking to bring the prices down".
Because of Village Roadshow's size, such a move would probably trigger industry-wide reductions, Mr Burke suggested.

EDITORIAL: Game over for illegal downloading
Village generates revenue of $300 million a year from distributing films and holds more than a quarter of the market. Its digital sales, through the likes of iTunes and Google Play, are growing at more than 20 per cent a year.
While Mr Burke would not quantify price cuts, markets like Australia are benchmarked against the US where the Lego Movie is $US19.99 ($21.45), compared to $24.99 here.

Choice policy adviser Erin Turner said a price cut would be "a win for consumers". It would also counter arguments that overpricing was a key reason for rampant online piracy.
The Village Roadshow plan emerged as the entertainment industry launched a new way for consumers to find legal online sources of movies, TV shows and games.
The Digital Content Guide offers access to licensed online entertainment services. It is backed by the Australian Recording Industry Association, Australian Screen Association, the Australasian Performing Right Association, Foxtel and News Corp.
The Digital Content Guide website is considered a major plank in the industry's fight against copyright infringement and piracy.
The Federal Government has published a discussion paper that raises the prospect of internet service providers being ordered by Australian courts to block access to websites that allow users to illegally download material.
But the Government said "rights holders need to ensure that content can be accessed easily and at a reasonable price".
